Position Paper 7

Context: This paper was written by my brother for a junior committee at a senior conference. He ended up winning 'Best Research', which means his position paper must have been pretty good... right? You decide.

In the modern era, we see the rise of many trends in the societies we live, work, and interact. But sometimes, we witness a specimen of trends that seem to increase exponentially, the foremost of which is the abusing of children in various areas across the globe. With the advent of such a practice, the international community condemns it. We are here to state our stances, expose the problem, and propose unique solutions to resolve the child abuse and neglect in a local arena.

 

First, let us define what is child abuse and child neglect. Child abuse is, according to the Mayo Clinic, any intentional harm or mistreatment to a child under 18 years old. This comes under many forms, like physical abuse, sexual abuse, emotional abuse, medical abuse, and child neglect.

Another part of the agenda is about child neglect. Child neglect is the failure to provide adequate food, clothing, of anything needed for the child to live a decent life.

The last of this agenda is the term “At-Risk Children.” According to the UNHCR, children at risk are children that are susceptible to abuse, violence, exploitation and neglection or unaccompanied children or children separated from their families.

 

Russia has sought to take the matter of child abuse in its own hands before and is doing now. Among the laws of the Russian Federation, a bill from the Russian Parliament has stated that sexual abuse against children is a crime eligible of 20 years of imprisonment. Also, according to the Ukraine child-abuse “crisis.” Russia says that it has evacuated the children from Ukraine to keep them in safety from any type of nuclear or missile attacks. Also, law agencies in Russia have taken actions to reduce child labour (indirect child abuse) and the Russian Government has established institutional mechanisms for the enforcement of laws and regulations on child labour even in its worst forms.

 

Many nations have pointed out that there is child abuse in Russia. But now let Russia point out a few nations who have dire conditions of child abuse (Note that only four nations will be mentioned, and it is not necessary that the nations mentioned are in enmity with Russia):

·       The USA: The USA, as in many situations has shown its hypocrisy in many situations, such as this:

An alleged case of a mother of six children named Ruby Franke says that Ruby Franke, a vlogger on how to mother children, abused her own children.

·       India: Over 90% of Indian children have experienced some kind of child abuse before they turn 18. This is a “grave statistic” according to the Times of India.

·       Ethiopia: Arshad Malik, a charity NGO’s director in Sudan said, “Unaccompanied children who have fled from their homes are at high risk of trafficking, exploitation and abuse, particularly girls, they need specialist care and protection.”

·       China: Chinese military agents and policing agents have separated children from their families in the Uyghur Muslim, and ethnic Muslim minority originally from Türkiye, in a crackdown by China.

 

Russia also does have some weak points in the delicate issue, and every nation also. But we all need to work on these by using some of these solutions:

·       Track down hotspots in the world of child abuse and neglect, find out any cases of child abuse and then arrest the abuser.

·       Spread awareness about child abuse and make more national governments send out hotlines to help children that are abused.

·       Make programs by UNICEF to teach parents, guardians, and caregivers how to help their kids not become At-Risk Children.

·       Sign treaties with other nations to eliminate child abuse by 2050.

 

So, as Russia, we believe that it is the child’s right to not be abused or neglected and, the delegation of the Russian Federation stands solely with them.
